System Files at End of Partition

Alright, here's my situation:

I'm trying to defragment my WinXP partition (the only partition on the hard drive) enough so I can install Mandrake Linux on separate partitions. After many steps -- including disabling hibernation (hiberfil.sys) and page files (pagefile.sys) and many boot-time defrags -- I now have ~99% of my folders and files moved to the front of the drive. However, there is one lone system file near the very end of the partition that Diskeeper Pro refuses to touch [see this for yourself].

My questions, I guess, are these:

1. Is there any way to determine which system file refuses to move from the end of the partition?
2. Are there any small files (<1 block) that CANNOT be moved in Windows XP for risk of messing up the OS?
3. Is Partition Magic able to partition this drive, and move the "unmovable" system file to a better location? (I've been trying MandrakeLinux's partition manager so far).
4. Is this a MS conspiracy to prevent partitioning of Windows drives, thus preventing the installation of another OS? (joke, kinda)

As a side note, though, my computer boots MUCH much faster since I've moved all the folders and files to the front of the drive ... one benefit is OK ...

Partition Magic will partition your drive and move everything for you. Not a problem. Just remember this: After you install Linux, when you run Partition Magic, it will come up with an error. It really isn't, so don't fix it or you will screw it up. I use Acronis partition expert. Haven't had any problems with it.
