Task Manager / Ctrl + Alt + Del problem

If I hit Ctrl + Alt + Del, I see this:

What happened to task manager? Also when I right click on the task bar and select Task Manager, all I see is this. I can't find out what programs are running and also I would like the ability to shut down certain running apps when I'd like. For example I came across this web site that forced a full screen on me and I couldn't close it. Had to reboot my computer. I ran a virus scan and nothing came up. Also Ad-aware comes up clean. Is there a setting I'm missing to enable it? Any ideas? Thanks.
