Task Manager not working

When I do CTRL-ALT_DLT and hit task manager it closes the window and goes back to desktop. If I right click on bottom of screen and select task manager there it does nothing. The only thing I know of that was recently loaded on PC was my son loaded SIMS Expansion pack three (superstar,unleashed,house party) and after loading it he found an inserted paper that said they printed the serial #'s wrong so the one he used for superstar was actually for house party. Anyway we uninstalled all of that and tried to reinstall and SIMS still don't work. May be totally unrelated to Task manager but thought it was worth mentioning. Thanks for any help you can provide.
