Taskbar not showing up when logged on and desktop icons sometimes non-responsive

    Ok, so first off I'll apologise if this is the wrong forum(not sure what the problem is).So what is happening is that when I log on to my account the desktop is all "screwy", the taskbar is gone and the only way I can do anything is to use F3 and go in win explorer.When my wife logs on it's the same thing but she also gets a notepad message( View attachment desktop message.txt ). The really odd thing is that I formatted the computer a couple of weeks ago and the message would appear on her side before the format and was there after as well. The desktop oddness started about a week ago.ZoneAlarm Anti-Virus, Ad-Aware, Spybot, and Spyware Blaster all come up clean as does Microsoft Malicious Software Removal. So I'm at a loss here, I've included attachments of the desktop message on my wifes account(we are both on as admins) an Aida report on My Comp. , and a hijack this(not sure if needed but not sure if not).Thanks in advance for the time to help me out.
