Time Zone Problem In Vista

I just purchased a New Computer with Vista Home Premium.
I cannot change the Time Zone. I set the time and checked the daylight saving button, but when I click "Change Zone",It just goes back to the "daylight saving" box. Hope someone can help me solve this problem. I googled and found lots of people with this problem, but no one had an answer that worked for me. Thanks in advance.
