to re-format or not?

    If your new mobo is the same make and model, and nothing else has changed, you may not need to do anything at all with the OS.

    If there's a change in the peripheral hardware, Windows will see it and will install any needed drivers when it starts. A repair install shouldn't be needed.

    But if you've changed the mobo, Windows may object. You may have to re-validate the installation, which is OK as long as Microsoft is satisfied you're not setting up a second installation. It would be safer to re-install if that's an option. I'm not sure what effect a repair install would have under these circumstances.
