toolbar staying on top of other windows

    im on vista ultimate and you can create custom toolbars by dragging a folder to the edge of your screen. will it stays on top of my other windows which is very annoying. the "Always on Top" option is turned off and its still happening. look at the screen

    so it only happening occasionally, and from what i can tell, there is no big difference when it happens and when it does happen
