Spotmau disc is an easy way for the uninitiated, but the latest one around $50 is a lot to pay.

I had an earlier version of it, some time ago, and found it very useful.
However as imortiz says- have you tried safe mode (press f8 at start up)
You should be able to choose last known good , or, even safe mode, safe mode with networking, loading only basic drivers to get into windows. Often a non starter is because of an update/driver that the system did not like, and it is possible in safe mode to see what caused the present situation, by right clicking my computer, click manage , click events, and look at the latest exclamation marks-double click on them , in turn, and you will see what might have caused it, and there is usually a link to check on-line for a remedy (if there is one)

Tried safe mode but nothing happens it does its thing and then nothing else just a black screen and the flashing underscore.

even try the recovery console and nothing happens.

any other suggestions would be greatly appreciated!

hibernation on a laptop can cause this

there is often a hiden partition in laptops, to recover to originalmanufacturers setup, and I will check to see if there i, and how to activate it (usually presing a certain key as the laptop starts up)
I would suggest that if you have your XP disc, you try a repair of your XP- THAT IS THE FIRST OPTION TO REPAIR, AS IT COMES UP, SO THAT YOU ARE IN A DOS WINDOW AND SEE A FLASHING CURSUR. (I do not think you have this option with a manufacturers disc)
IN THIS, TYPE CHKDSK /R, AND PRESS ENTER, THEN PRESS EXIT, AND CHECKDISK SHOULD CHECK FOR FILE CORRUPTION/DISC BAD SECTORS.
Leave it to finish, and let it attempt to go into windows-,and remove the XP disc-
If that fails to get you started- insert the XP disc, again, and go to the repair option, and this time, type in FIXBOOT, and then press enter, then type FIXMBR, AND PRESS ENTER, AND THEN PRESS exit.
Remove the XP disc, and restart.
IF YOU HAVE DATA YOU WISH TO SAVE , I SUGGEST THAT connect IT TO AN EXTERNAL USB CASE, AND SAVE YOUR DATA, ON ANOTHER LAPTOP/PC
