Tried folloing Read and Run First still cant install programs

I have read the Read and Run me first page and followed the instructions, i couldnt not install any programs and could only run, MGtools.exe and Ccleaner. anything new that is trying to be installed doesnt work and windows reports that it is looking for a solution to the problem and does not return any results. my anti virus reported that it had found a trojan but couldnt delete it, my computer then restarted and when it came back on it was reporting the firewall was down, the windows defender could not run, i had no anti virus software on my laptop, and it will randomly play sound clips of commercials when these clips are playing if i open task manager and end process iexplorer.exe the sound clip stops playing, any ideas where to start.
