TV-less TV tuner? Anyone know of one?

I'm in the Army, so I'm always on the move (unless I'm standing in place for a really long time; such as waiting for equipment, or injections, inspection, I'm told to wait for something else, or I'm doing nothing but my sergeant wants me to look busy). However, I really miss my TV shows. Is there some kind of a TV tuner that allows me to watch television on my laptop without having a cable connected from a cable service?
I looked at the slingbox, and unless I'm misunderstanding, the box needs to be plugged into a wall jack at all times. How can I take it wherever I go if it needs to be plugged in all the time?
Anyone know of a reliable product in this vein. Oh, and I want to connect it to a laptop, so a USB connection would be appreciated. Thanks. B_R.

I'm not completely sure if your asking for a tuner or on demand TV via the internet. If you're in the military I doubt you would want the local TV channels, but I could be wrong on this one.
