Well, with any tvout solution ive tried, movies and such are ok, but text is terrible; does anyone know any solutions to make text readable when tv out is used?

You are not going to get very good text results using any consumer video card's TV-Out.
TVs are designed and optimized for movement (interlacing) while computer CRTs were optimized to reproduce static images (including text).
I was a long time Matrox card user and all of their cards that I used had S-video TV-Outs. For consumer cards, they are considered to be the best around at TV-Out on screen image results but the difference between their gear and the ATI products I've been using recently is maginal.
S-video TV-Out is good for gaming and movies but forget about using it to read text.

    Happy trails,

Chris........If you go into your regular Windows Control Panel>Accessibility Options> Display, And check off the "Use High Contrast" box, it may help you. That's what I do when I use the TV Out. I hook up to a 32" TV, and it makes the text readable. Never tried it on a smaller TV though. Give it a try. It gives the display a kinda WebTV look. After you select the "Use High Contrast", theres an Advanced button as well. So you can choose variables on the background and text color as well. Try different ones, see if any suit you.
