   X-Setup, because it lets you access a ton of hidden Windows items that make using the OS easier and normally would require registry editing

   Winguides Tweak Manager, It is similar to x-setup but more user friendly and if you have the full version it has more tweaks. x-setup is totally free, tweak manager has a free eval, if you purchase full version it has over 1500 tweaks.
