    1. "Suddenly" (though I'm sure I've caused it somehow) the little balloons are not displaying when I hover over the icons in my Taskbar (such as the clock, AV, Quick Launch, etc.). How might I get `em back?

    2. Does allowing Quick Launch icons to display, drain system resources as do the other icons (such as we are so-often warned about on the lower-right side of the Taskbar)?

    Thanks in advance ...

This article tells you how to disable the balloons, maybe if you work backwards you can enable them. I'm not a registry person but take a look at it and if you are registry comfortable give it a shot

Here's a link about enabling/disabling the balloon tips. The info is in addition to bug's post because it also tells you how to enable. http://www.theeldergeek.com/notification_area_balloon_tips.htm
So 0 is disabled and 1 is enabled

I don't have an answer for your #2 question. Sorry.
