Close all browsers first and then try to delete. If that does not work, reboot and then try to delete.

Options to delete this errant file, which seems to be locked by some app are....

    1. Pocket Killbox
    2. MoveOnBoot this one, once you dragNdrop the file or browse for its location, deletes the file on reboot, so any applications that have locked the file are not running so cannot lock it before deletion.. my fav!
    3. Unlocker This should also unlock and allow you to delete without the need for re-booting.

It's a temp file guys! A reboot will normally resolve that. Windows currently just thinks the file is in use. After reboot, it normally will not be in use anymore.

Pocket Killbox and MoveOnBoot will require the reboot anyway and should be able to remove it, but they probably are not needed.

That means there was a process running that was keeping the file locked. Which process was it.

    explorer.exe

That's strange! It was not iexplore.exe but rather explore.exe?

I always get that with hard to delete files.

It just means Windows is using it.

Same with me. But, I typically use safe mode with command prompt to delete the offending file. :) Or I end the explorer process to kill the file.
