Unrecognized GUID on Domain Controller

I'm having errors when trying to create, implement and otherwise work with GPO's on my domain controller.

Typically I get a message that goes like this;

Windows attempted to read the file \\DOMAIN.local\Sysvol\DOMAIN.local\Policies\{Big long GUID number}\gpt.ini from a domain controller and was not successful.

I copy this path into an explorer window and it can't find it either. I delete the gpt.ini part of the address and it still can't find it, so I delete the GPUID and bingo it finds the location up to that point.

So I'm guessing that the GPUID is wrong, but how do I get the system to look in the right place for gpt.ini?
