Update issue need help Windows 10

So mum husband got the new update to Windows 10 a few weeks after it came out .the issue started Tuesday night .We were watching a TV show on abc.com so clearly a safe site. Anyways 1/2 way through the show his sound stopped working we played around with the volume and control and figured it was a small glitch so he restated his computer. And it never fully started up again. He got a screen to trouble shoot or restart. Neither worked and has been stuck in a circle doing the same thing since.
He did watch a video on how to fix the issue but we don't think it worked since it looked like it was reinstalling his Windows again. But then it shut down. He was getting pretty stressed about it and left it alone for a few days. He's now on it again and it only goes to the regular dell screen. But that's all he can do. Can't trouble shoot can't restart.
What can we do. Don't think he can even get on safe moode
