Upgrade Time, But What?

It's time to upgrade my gaming PC, but I can't decide what to upgrade first. (See my signature for current specs)

I could get either:

• Intel i7 9700k
• ASUS TUF Intel Z390M-PRO Gaming AC WiFi
  
• Corsair Vengeance LPX 32GB DDR4 3000Mhz
• Fractal Design Node 804

All in £805.95 right now.

Or an EVGA RTX 2080 FTW3 Ultra Gaming or similar to replace my EVGA Hybrid 1080 which sells on eBay for around £400.

The fact that I can get around £400 on eBay right now for my old GPU halfing the cost of my upgrade for that part is tempting. I'm also aware that my CPU & RAM are getting really old, in CPU bound games I could be losing around 30 frames from the old CPU alone compared to the 9700k.

On the other hand DDR4 RAM prices are more reasonable than they have been for a long time & the 9700k is a fair price atm, around what I paid for my 4790k in 2014.

I'm not sure which of the 2080's they offer in the Uk to pick, I really want the Hybrid... but they don't sell them here for some reason. This is especially annoying since I want to seriously downsize from a full tower to an MATX case & anything other than a blower/AIO & blower cooler will fill my tiny case with hot air. (My CPU has an AIO too).

Wordy I know, just looking for a little advice & a little push in either direction

That's the 2080ti, there aren't any 2080's.

Any thoughts on the value of a 2080 paired with a 4790k & DDR3 RAM? Or if it'd be better to get the Mobo, CPU ,RAM combo?

 

Oops, how about EVGA GeForce RTX 2080 XC Hybrid, 8192 MB GDDR6 ~978 Euro?

Seahawk X £854? There should be several other makes with w/c + blower versions available too.

'Value' is difficult, personal - for screen resolutions between 1200p and 2560x1440 with GPU heavy games, maybe. 4k+ might be borderline playable at middling quality, but our tolerances (like our 'disposable' budgets) vary.
