USB Android Drivers - Win 7 Continuous Reorganization problems

    Hi, first of all, let me say Thank You very much for taking the time to read my thread and try and help me with my problem.
    I don't know if my problem would fit more under an Android Phone/System problem, Or Windows 7 USB problem.
    I think it's more of a USB problem than my phone.
    I had tried it using my phone on different computers and when I have done that it did work.
    I right now have a Samsung Android 4.4.2 Samsung model SGH-T399N. The model of the phone really doesn't matter.
    It did the same thing when I was using my LG G3 and another Samsung phone I lost. So it's something with the drivers or something is not getting along well with Android drivers.
    Now on to the problem I'm having. Every time I try and connect my phone to the USB cable that's already connected on a USB port, I hear the signal that it's connected but I don't see my Phone in 'My Computer' window as I should.
    I go to 'Device Manager' (or right click on the computer icon and click on 'Manage'), and it's there, but with an yellow symbol indicating that it's not working correctly.
    If I connect my phone and the signal goes off and I can't see my phone under the My Computer window. I then unplug my phone, and I have to uninstall the drivers for Android or Samsung device in 'Device Manager'.
    To be honest, I forgot what It's actually called when It's in that non-responsive stage. It's Android ______? and 2 other things listed with the yelllow "Not functioning properly icons".
    Then, after uninstalling the driver. I just plug my phone in and it starts installing the necessary drivers for it, and I can use it again, normally, for about 3-5 more times.

    I have no idea why this is going on. I tried going to Samsung to get new drivers. Get USB drivers. Get Android drivers all for Windows 7 and nothing really sticks for a long time.
    Has anyone ever had this problem? Can anyone point me in the right direction to see what I can do to fix this. Is it a registry problem? I tend to clean the registry sometimes with CCleaner.
    Can anyone please tell me what I should delete. I feel like there's some setting I have to change or a file or a folder I have to uninstall, since I had like 3 phones since the last time I formatted my C drive about 4 years ago or so.

    Disregard.

    I thought it might be a problem with the connector cable but I see it does work on other computers so that rules out a bad cable.

    I own an Android table and did not need to install any drivers for Win 7 to be able to see it.
