USB/Device Manager problem

I have had this computer for six mths and recently needed to use ine of the USB ports for the first time - lo and behold not one of the 4 ports worked.
Looking in Device Manager it appears there is no entry for Universal Serial Bus ports which my friend assures me should be there.

Im not very clued up on this stuff so i called up the Tiny support line (at £1/minute i might add) and the man on the other end of the phone was adamant that computer wouldve been shipped with working ports and the reason the entry is now missing is because of something IVE done to the computer, or a corrupt program installation.
After 8 min and £8 he then tried to charge me £39 for a "reload" cd that i had not been given with my computer because i had orignally turned down their £200/3yr support warranty. This little episode has only intensified my disgust at Tiny.

Anyway sorry to ramble on but my questions are:
    1) Is the Tiny man telling fibs and could the USB ports never have worked (i dont know cos ive never used em)?
    2) How do i go about fixing the problem and getting my USB ports working without paying Tiny more of my hard earned cash for something that i think shouldve been given me with the computer? I wont buy the disc on principle now.

Thanks in advance for any help.

    Windows XP SP2 Celeron 320D 2.4gig processor 40gig hard-drive.

Did you install all the drivers that came with the motherboard cd?

Check if USB in enabled in BIOS.. then have windows detect new hardware.

There is nowhere in my BIOS that it says anything about USB, so therefore i dont think its enabled.

There is a driver CD that came with my computer but the only reference to USB is a notepad document on it that says to update USB drivers via device manager.

I dont really know what any of this means BTW!

Sorry, ive checked further on the driver cd, it is divided into 3 sections: LA Series, LB Series and LC Series.
Under LA series i can follow a folder path LA Series>AGP>USB>Win2K_XP>WinXPUSB then within that folder there are 3 files of some sort:
SIS_LIB.DLL, SISPORT which it says is a system file, SiSUSBrg which it says is an application.

Does this make any sense to anyone?

Upon further investigation it seems as though LA LB & LC series are different models of laptop. Mine is definitely the LA type so the files i talked about in my last post should relate to/be used for my computer.
Im still none the wiser as to what im meant to do with them though.
