USB Hub problems

    I have an external USB hub attached to my computer which is running WinXP. After Windows loads, the USB hub does not turn on and work automatically. I have take out the plug from behind it then reconnect it and Windows then recognizes that there is a hub there and the hub turns on. I hope I have made myself clear. Can anyone tell me why this is happening and/or how I can fix it. Thank you in advance.
