   Is there a way to limit a limited account even more (AKA not being able to download programs from the Internet, etc)?

   Not within windows itself no. You could limit it by using special softare or applying certain restrictions on a browser. Of course no matter what method you pick a knowledgable computer user could always get around it since there is no way to block it at the OS level.
