Somehow my account settings have been altered. There is only a OWNER account that I cannot change. It appears as GUEST. No other accounts show up from control panel User Accounts. I am not able to run system restore with this account becuase it does not have privledges to do so. I don't know how this got changed. I am the only user of this pc,so obviously I did something to alter the account. Anyoe have ideas as to how to fix this?
    Thanks

Go back and create a new account, give it administrator privileges, make it administrator then change the other account.

Which account are you running in when you try to change it?

I am on XP Pro and just checked mine.
Seems like Guest is there to stay. But if worried about someone messing with your machine by using it,that can be taken care of.
Guest is very limited in control in Pro. Just able to change their own password and picture.
Restart your machine, log in on the Guest account. Then go to the User Accounts in Control Panel and create a password for the Guest account.Save and exit.
Log in on your Admin account and you can rest easy knowing that nobody can even use the Guest unless you tell them the password.

I logged in to the new account that has all privledged and tried to change the privledges of the Onwer account back to ALL but it will not show that option.

Default Guest account is just that. The way to give them admin privileges is to create a new account like you did for your admin one.
Thought you were trying to disable it.
