User can not Install a network printer

I have a network with a domain controller and users share several peinters allover the network depending on the department. I changed the domain recently (domain1) to domain2 for all client machines except one which I forgot(pc1).

This machine(on domain1) has been printing to a network printer which is hosted on a machine on domain2 the new domain, and it was printing fine.

I later changed it(pc1) to join the new domain i created(domain2) and logged in as a user(user1) and tried to install the network printer on (pc2)

I recieved the error message
"A policy is effect on your computer which prevents you from connecting to this print queue. Please contact your system administrator. "

I was successful with adding other printers on the network from other departments on pc1 but whis on failed.

Here is what I tried to do
1. I set rights on the workstation through
computer configurations\windows settings\security settings\local policies\User Rights Assignment

2. computer configurations\windows settings\security settings\local policies\security options
and here i disabled the " Prevent users from installing printer deviced.

the user can not add the printer still what should i do someon help me please

 

Is the pc2 a server or workstation?

 

pc2 is a workstation at the moment I added the user at pc1 to the administrators group and he can add a printer but i wouldnt like to give him all those rights

 

Try installing the drivers localy and then point the printer to the shared printer on the network, or make the user a local admin install the printer and then take them out of the admin group.
