And the company will let customers operate other phones on its network only if the devices have passed tests, which their manufacturers will pay for, in a Verizon lab.

I call bull:crap on this.

Verizon cripples almost all their phones and what not, there is no way that they are going to allow some one to go out and buy a non-crippled phone. They want their $'s for all the stuff they charge for, ie every ringtone, every download, every text message.

That was my first thought. They disable pretty much all the features so you have to pay for it.

I am half tempted to think this is just a ploy to get people to sign contracts with super expensive phones only to find out that most of the features will not work at all

I just saw another article about it somewhere...or maybe it was an editorial basically saying the same thing you were; that there is no way Verizon is going to forgo all that money for options.
