VHS amd DVD upcovert to blu ray

I was thinking of getting a video capture card that has RCA cables ,s-cables ,DVi and HDMI and so on a:-Dnd upcovert VHS and DVD to blu ray.Some one was saying that blu ray is other file system and I will have trouble finding a file converter to transfer from one file system to other is this true? Also saying there is a limit on how much it will upconvert to blu ray.

I have some old VHS tapes taped on fast speed and low quality with some bad quality I will like to clean up is that possible ?

 

It won't improve the picture quality one bit to convert the VHS to Bluray. More likely, Bluray's improved resolution will make the flaws on the videotape even more apparent.
