Video Card may be broke?

    I need to figure out pretty quickly whether my video card is broken or its just the way it is.

    I bought a PCI Express x1 Radeon ATI x1550 and I logged into Ultima Online 2d version and its really sluggish and choppy. I need to figure out whether I should send it back or its just the way its gonna be.

    If anyone can help me out that'd be great.
