Virtual Memory Problems

I recently installed an additional 2x 516 of memory, and ever since, have been getting message that "windows is increasing your virtual memory size"! especially when I am using Outlook Express first thing in morning.
I have changed the settings for virtual memory to allow the system to dictate the size available, but still got the warning" windows is increasing etc"
I have also set the min and max to 2000mb, but still have the problem.
I did a scan of my operating system, and notice that the primary memory cache is set to 16 kilobytes and the secondary memory cache is 256 kb, and am wondering if this can be the problem, and if so, how do I change this?
