Virus+ access restricted problems!!!

I have recently been attacked by the virus win32.adware.agent.NFX i believe it to be completely gone but i am not sure.. any help to verify this would be greatly appreciated. Also, i seem to not be able to install new programs or access parts of my computer such as < view system information > or < remove/delete programs> i get a pop up from windows that says , this operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator... This actually doesn't seem to be a windows warning more like something the virus might have done. Because when the warning box is minimized it appears as a folder.. Well thats my problem hope to hear from someone soon , thanks in advance
