Virus no C: drive

Helping a lil old man with his system...sigh
He probably went to a sight he wasnt supposed to go to...lol
all the symptoms he described indicates a virus...
He has an E-machine (lordy I am not fond of these systems) running Win Me
upon boot up, it asked for the boot disk (of course this computer was given to him, he's on a fixed income and has no start up disk)
gets better...I bet good money there's NO virus protection or spyware blocker.
I downloaded a boot floppy for Me and tried to get the machine to run scan disk and restore...no go... it allowed me to get to the CD drive, but what I have on hand won't run in dos... and of course I don't have a Me disk...

Other than ordering one off of Ebay... any suggestions.... I already want to boot the box off of the roof and well you can fill in the blanks...
