Hi there. I just got a virus on my computer and I even tried reformatting my entire hard drive twice and its still there.

    They are located in:
    C:\Program Files\Toshiba\Windows Utilities\Fn-esse\Fnesse32Re.exe (Trojan.Click.32676)
    C:\System Volume Information\_restore{51267417-B33C-4783-A2FB-CCFAFA2247D8}\RP12\A0001525.exe (Trojan.Click.32676)
    C:\System Volume Information\_restore{51267417-B33C-4783-A2FB-CCFAFA2247D8}\RP5\A0000992.ocx (Adware G.down)

And Dr. Web Cureit says it cannot be cured so it was simply moved. Can someone help please?

That's because it is not malware. It is part of your Toshiba software that you reinstalled after formatting. This is just a false detection.
