virus wont let me open anything

I got some virus this morning and it wont let me open anything on my computer. Add remove programs doesn't work, it keeps sending me to a security suite web page. It says all my exe files are infected. I have virus software, malware and super anti spyware but it wont even let me open them. I tried downloading avg and putting it on a jump drive to install and it won't let me do that either. I tried to get into system restore but it won't let me do that either. HELP.
