Vista: Blinking toolbar/icons

    I know there is a thread about this already but I wasn't "priveliged" enough to post a reply. I just wanted to say I have the same problem and I ran as much of the procedures as possible to no avail. I would greatly appreciate it if someone could help me get to the bottom of this as I have searched endlessly for a solution and there seems to be no one who has figure one out yet.
