I have seen this before, I had a fellow employee with a Vista laptop that wouldn't get online and various other things. Looking into it I found a bunch of needed services were stopped. She decided to reload the thing from the recovery CD. Done.
Now I have another colleague asking the same question, a Vista desktop has services disabled & will not perform common tasks.
I didn't find any spyware when I looked...

    Anyone have a clue???

If it's something that JUST happened, a System Restore back to the previous day will fix the problem.

Otherwise, you'd have to do a Repair Install.

I shut down a ton of services on Vista, but only the ones that are SAFE, per Black Viper's listing on his web site.
Experimentation is that area is chancy at best.

    Good Luck,

When all the services are shutdown there is no system restore. We found out it was a virus that got by Avast.
