   when i uninstall a program, the folder is still left in the start menu.. is there a program i can use to clean up the start menu or is that still a manual process?

   Have you tried to just right click and delete this folder, that should work, you may need to go through 2 UAC confirmations though. Also you can look in these two locations as they are the folder locations in which Vista saves both User Start Menu items and Global all users items
   
   C:\Users\username\AppData\Roaming\Microsoft\Windows\Start Menu for individual users, or C:\ProgramData\Microsoft\Windows\Start Menu for all users
