   Is a Mobile AMD Sempron 3500+ processor with 512 MB RAM running Vista Home Basic expected to run extremely slowly or is malware more likely to be the problem?

   Not extremely slow...painfully slow. Up the ram to something reasonable (at least to 1gb), and it will be upgraded to extremely slow.
