W2003 Server and Quickbooks

Need to give two users access to QB data on server 2003, without giving ability to be a power user on workstations, which are running W2000 Pro. I set up the account and permissions for full control and sharing of QB data, but the W2000 workstation for each user gets a message saying ask the administrator to grant standard user rights, instead of restricted. The manager's workstation runs as administrator and has no problem accessing the QB data on the server. Need detailed instructions, not gobbledy-gook.
