w2k winnt problem

hi, i have a strange problem, i have built and maintain (to an extent) a friends pc, he runs w2k sp4, there are no programs in his add/remove but they are there in his c/program files, the internet connection wizard does not detect a modem even though device manager does and says it is working properly, winnt appears empty but using search reveals all but only in a tree on the left side, the files are not shown.
i cannot access disk management or event viewer through manage but can get to event viewer through control panel but cannot select properties, all i can get is a description which is 'service control manager, error log 7000 and 7001',
i googled these and i think found the problem which created another problem, i need to get to the registry - start/run/regedit and regedt32 do not work, in fact start/run/anything does not work and as above winnt is invisible, i have allowed all files to be shown.

i have ran all the virus scans i can to no avail (just in case), the only one that showed anything was the trendmicro safe mode scan using ipt$vpn.597 virus definitions and that was only 2 zone alarm logs which it couldn't open

How about permissions on the file system? Is the ID you are logged into in the administrators group? Does the everyone group have permission to the drive and all folders?
