If you windup being infected with the same problem immediately after formatting and reinstalling, it means what you are reinstalling from or any backups of any files that you are copying back are infected and that you cannot use them. You need to reinstall from clean original media and not use any backups from anything save from the original infected PC. Your backups (at least anything that is any kind of executable file) are most likely infected. Even your antivirus program itself may be infected.

Try to repair a virut infection via cleaning will often result in many files not being able to be cleaned and that means they will be deleted. The end result could mean that your PC may not work properly or may not even boot. It is actually safer to format when this infection has occurred.
