WDOs 'shutting down' taking forever, hardware or software ???

Sometimes the Dell Latitude D830 will shut down normally, but 80% of the time it may take 1/2 hr or more.

1/2 of the time need to do forced shutdown.

Doesnt seem to effect startup.

Not sure if hardware of software problem.

Problem started a couple months ago.

How to trouble shoot, where to start ?

Answer received at Dell forum was...

"From personal experience it is software in nature.
My suggestion would be to use the MSCONFIG Utility and set the system to a diagnostic startup, and then test the shut down speed.
Next enable about 5 more services each reboot to try to isolate the software.
If we are unable to determine which one it is, I would then recommend updating your backup and prepare for reinstalling windows.
As generally doing a reinstall is a more efficient use of time than further efforts to determine the software thats causing the delayed shutdowns."

Does that sound reasonable ?
Not really up for 're-installing' WDOs !

Ideas ?

When it seems slow to shut down, do ctrl + alt + del and see if anything is using a lot of CPU cycles.

I run a program called EndItAll (Have not tried it in XP), which I can kill off everything non-essential before I go to turn off a computer.

The program was a PCMag utility, was free, but now I believe Ziff-Davis charges for it.
