Webcam "In use by another application"...

Webcam: Logitech QuickCam E3500
OS: Vista Home (32 bit) SP1

I'm getting the error "In use by another application" when I try to use my cam.

My Windows and drivers are all up to date. I don't have any other Webcam related software running (uninstalled the software that came with the cam). I've tried disabling start up services 5 at a time. I've done a Malware scan with Malwarebytes, S&D and SAS; All clean. Cam works on another PC. MY USB hub can handle the power. The microphone/audio on the cam currently works, just not the video. I've tried the cam in safemode, hoping whatever is conflicting with this cam wouldn't be loaded, but received the same error.

I've tried a program called ManyCam (which allows the cam to stream toother sources), but to no avail. I'm at a loss as to what file is remaining is use that the camera needs free.

Any suggestions? :confused

I've tried installing just the driver - No luck. I know webcams are real finicky with only being used by/for one program. I don't have any 3rd party apps at all running in task manager. I'm imagining it's some Windows service or maybe something nVidia (just a wild guess and I've already tried some different video card drivers old/new) related that's causing this.

I've tried disabling everything in msconfig, but the cam still managed to be "In use by another application" :boxing I'm out of ideas now.

 

i also have a problem with my webcam, i used it with my YM, all i've seen is black, i clicked the statisctics and its frame rate is 3 Frames/sec, isnt it suppose to be 20+ frames/sec. in Short, its not working properly, i Already uninstall and reinstall its driver, what seems to be the problem, i really want it to work properly,
