Webcam in use?

Well, I have a Philips SPC230NC webcam, and recently, when I go to use it, no matter what program, it always says that it's in use by another process. I don't know what the process in the task manager would be called. I've restarted my computer multiple times, and I can't think of anything recently downloaded or installed. (and, an off topic point, this forum has almost the EXACT same layout at www.facepunch.com forums.)
