Weird Probs, can't find answers - Plz Help

Thanks for reading this, I have tried all that I know how to do and am still having issues. My computer is lagging like crazy, but it does it at weird times.
For example, I am trying to play Fable or B&W 2 (games my system should handle with no probs) it will work for a while (5min - 1hr) then start lagging pretty badly. After another unspecified amount of time, it will start to work for a while, then lag again.
The weird part, after I close out of the game, sometimes it will still lag for a while, (like right now). But then sort of calm itself down and start working.

Oh, one other really weird thing. In the Power Options, if I choose Performance power setting, the whole thing lags like crazy. I changed it to Power Saver, and it seems to work more consistently with less lags.

When I look at the Task Manager when it is lagging, most of the time it will be using a very high percentage of the CPU (85 -100%). Sometimes svchost, csrss, unsecapp, will be using a decent percentage of the processor. Sometimes it will still be a little laggy if the CPU is only running at 50% or less. The CPU was running around 57C, but I don't know if that is the culprit.

I have done all of the recommended steps for spyware removal, and can post the logs if need be, but nothing showed up. So I don't think that is the issue. Have run CCleaner for reg fixes a few times. Deleted some programs, but no dent. Increased Virtual Memory to 7Gb from 3.5Gb, just in case, nothing changed.

So basically I am out of ideas and at the end of things that I have been able to find online. Thanks for any help or direction.

2Gb RAM
Vista Business (Full Install, not upgrade) - was having tons of probs w/ XP so I upgraded and it worked really well up until lately.
GeForce Go 7300 128Mb
