What are these folders?

    I have a few folders on my C: drive that I am having trouble identifying. Can somebody please tell me whether or not it's okay to remove them? Thank you. I will attach a few screenshots below.

    First two screenshots you're showing system files. LEAVE THEM ALONE! You need them if you want Windows to keep working properly.

    The second two screenshots you can likely resolve by going to your Control Panel - Uninstall a Program, and uninstall Netwaiting and Digital Line Detect, if you don't use the programs.

    EDIT: You MAY possibly be able to remove the language FOLDERS (except en-US... leave that one), but you need to leave memtest and the BCD files alone. Best to move them somewhere else first to make sure that Windows continues to work fine without them before permanently deleting them, though!

    I believe these are created by Dell's recovery partition. the BCD.log1 and BCD.log2 files are most likely related to a program on VISTA/7 computers called BCDEdit.

    It can also be used to dual boot different operating systems. e.g. Windows 7 and Windows XP.

    All the other folders inside are language/country related.

    el-GR - greece
    en-US - usa
    ja-JP - japan
    ru-RU - russia

    memtest is most likely Dell's version of memory diagnostics. // not actually memtest86+

    I'm almost positive it's not safe to delete these files. Once again, they appear to be boot.ini / bcdedit.exe related, but Dell controlled. You could probably hide them though. These types of files usually are hidden to prevent users from accidentally deleting them.

    It's not malicious, it can safely be uninstalled from ADD/Remove programs.

    Might also be in your add/remove programs. This is all crapware that Dell's come with IMO.
