Based on such little information, all we can say is it is a temp file. ;) Temp files are not required files and can be deleted. I also expect that you did not give the real full file name. I expect that it is really ~DFD34C.tmp

    Hi Chas...
I have little information other than the file is a temp file... it is located in C:\documents and settings\owner\local settings\temp...
I clean my temp files often, which is how I discover the file... normally, when cleaning my files all these temp files are deleted... I have attempt to 'open', 'delete', 'shread', etc. and I always get a box pop up which says the file is in use by another person or program.... I have right clicked and had Norton scan it several times and each time Norton opens up help and support and has me run autofix which shows it is not a virus or malware.
Now, given all this, you may say, 'whats the big deal'... but this has never been there before and as it didn't pop up after an update and I haven't downloaded any applications, I'm more than curious what the H it is... lol
Thanks and sorry to bother with such a seemingly minor problem.

Windows and most applications running under Windows will create temp files and that is the folder they will use for the "owner" user account. When the files are in use by the operating system or by any program, they cannot be removed. Each day some new temp files will show up. You can normally delete all files that are not from the current day. The ones from the current day will be the ones in use.

If you want us to check your PC for malware you can run the full READ & RUN ME cleaning procedure, but these files are not problems. Right now on my PC I have about 7 of these very similarly named files. I can delete all but the current day ones with no problem.
