what software will boot like a OS that will alow modifying windows?

    I cant remember what it is called but it allows the computer to boot so that windows can be modified.....

    Basicly my problem is that the machine I am working on will just go straight to the windows XP welcome screen and not go any further... Same in safe mode........ So obviously its booting something just have to get rid of it. If I could edit the regrister/boot.ini
