    What tool do I use to monitor a file system? One that can generate email alerts whenever an "access denied" event occurs in a particular set of files and folders or by particular users.

    A file monitoring system can handle those things. To be more precise, go for a Power broker auditor. It can effectively do the analysis alerting, auditing and monitoring of file system.
