Whatsfind spyware

I recently have been getting a lot of pop ups when i am not even on internet explorer. I check my internet explorer and the homepage setting and it has it set to 'whatsfind.com'. i am unable to change it. I have norton internet security, adaware - and it does not detect it. I also now can not access my services.msc, or msconfig, or any administrative tools as it says another file is using them. How can i remove this malicious bug? I appreciate any help i can get.
