My laptop has the latest updates from Windows. I am running Windows 10 OS. I do not want to automatically connect to my router upon boot up, so I have the 'Connect Automatically' button unchecked under the 'Open Network and Internet Settings' and under the Settings, Wi-Fi GUI. I have the 'Random hardware addresses' selection set to on and the 'Metered connection' set to off as well.

The problem is that whenever I reboot my laptop, it connects automatically to WiFi. How can I fix this?

You will have to turn Wireless Network Connection to Off under Settings > WiFi. Bit of a faff having to turn it on manually when you want a connection, what's the point?
