Win 10 Apps Open But Won't Display, File Explore, Google Chrome, Etc

odd one my mother just had me look at her PC because she cant get some apps on her windows 10 pc to open correctly. you can either double click from desktop or single click from task bar, like google chrome, it opens but doesn't display, if you mouse-over the taskbar it shows its open, but you cannot "maximize" or bring onto the actual desktop and interact with program. she has this problem with file explorer also, i tried but got no idea what happened or how to fix. any ideas or knowledge would be wonderful, thanks in advance.
