I guess we must first conclude if this is a network issue, or just a particular client machine issue?
Are you connected to a home/public network?
Is it just one particular device that's slow, or are all devices connected suffering?
Can you give us more info on your network map please.

On the problem machine, what shows up in Taskmanager under the 'performance' tab?
Is there any unusually high CPU usage, or 'draw' on other resources caused by running apps?

    Have you done security scans?

That is the output of the 'sfc' command. The 'cmd' has already executed, that's why you see system32 on the command line. What's shown is the output of sfc file checker with no argument ..... /scannow! Any other use of sfc should be done
    by qualified user's!

Are you opening a cmmd prompt as administrator?
Run the 'scannow' function with sfc using the command:
    SFC /scannow

    (notice the space after SFC)

UAC may also be stopping the command from running so allow when prompted, or disable it before running.
